Depends on your pace. I did it over several months working weekends. If you went at it full-time, you could complete it in 2-3 weeks. The foundation alone needs a few weeks to cure, so factor that in.
Basic DIY competence - using a drill, saw, spirit level. If you've built a shed or done light carpentry, you can do this. The framing is straightforward stud walls.
Yes - for the heater connection. This needs to be done by a qualified electrician and certified. Budget £200-400 for this.
